Liao Deng Tang (廖登堂) was a founding chairman of Luo Yang Cultural and Educational Foundation(螺陽文教基金會). His life experiences are closely intertwined with the streetscape of Xiluo Town. Whether it's Jiefa Qianji Tea House (捷發乾記茶莊) located on the old street or the red-colored Xiluo Bridge, they are all beautiful memories created by Chairman Liao along with many residents' collaboration.
螺陽文教基金會的創會董事長。廖董事長的生活經歷與西螺鎮上的街景可說是密不可分，不論是坐落於老街上的捷發乾記茶莊還是西螺大橋的紅色彩妝等等，都是廖董事長與許多居民共同努力下的美好回憶。
In 1995, Chairman Liao advocated for establishing the Luo Yang Cultural and Educational Foundation to preserve Xiluo's cultural assets and pass on its existing culture. In the nearly thirty years since then, the foundation has slowly nourished this land of Xiluo like a gentle rain.
民國84年，廖董事長為了保存西螺文化資產與傳承舊有文化，而倡議成立螺陽文教基金會.在這段將近三十年的時間，基金會如同細雨般慢慢滋潤著西螺這塊大地。
Through the profound cultivation of the Yangping Old Street Cultural Museum (延平老街文化館), especially the start and expanding of its community college, along with the training of tour guides, it has provided residents with more learning opportunities and the revival of Xiluo's arts, humanities and education to be seen.
透過延平老街文化館的深耕、社區大學的辦理與導覽人才的培養，提供居民更多的學習機會，也讓西螺的藝術人文教育能夠被看見。
